Human Resources Manager (Windhoek, Namibia)

About the role

The Human Resources Manager will lead the HR function in Windhoek, aligning people strategy with business objectives while ensuring full compliance with Namibian labour legislation. The role covers the entire employee lifecycle, from workforce planning and affirmative action reporting to industrial relations and performance management.

Key responsibilities

• Ensure all contracts, disciplinary actions and terminations comply with Labour Act 11 of 2007.
• Represent the company before the Office of the Labour Commissioner and manage dispute resolution.
• Maintain union relationships, lead collective bargaining and uphold Recognition Agreements.
• Draft and update HR manuals to reflect statutory changes on leave and overtime.
• Lead Employment Equity Commission reporting and develop 3‑year affirmative action plans for designated groups.
• Prioritise local recruitment in line with Namibian content requirements.
• Oversee payroll deductions for Social Security, PAYE and VET levy, and claim training grants.

Required profile

• Bachelor’s degree in Human Resources Management, Industrial Psychology or LLB with HR focus; honours or master’s preferred.
• 5‑8 years progressive HR experience, including at least 3 years in a managerial role within Namibia.
• Proven experience handling Labour Court matters and submitting affirmative action reports.

Required skills

• Proficiency with HRIS platforms such as VIP Sage, BambooHR or local payroll systems.
• Strong analytical ability to report on HR KPIs (turnover, cost‑per‑hire, AA targets).
• In‑depth knowledge of the Namibian Constitution, Labour Act 11 of 2007 and the Affirmative Action Act 29 of 1998.
