About the role

The consultancy will support the Therapeutic Information and Pharmacovigilance Centre (TIPC) at NMRC in developing and implementing Institutional Development Plans (IDPs) derived from the WHO Global Benchmarking Tool (GBT) self‑assessment. The aim is to move Namibia’s pharmacovigilance system from Maturity Level 1 toward Level 3.

Key responsibilities

  • Review the WHO GBT self‑benchmarking report, identify gaps and prioritize interventions for TIPC regulatory functions.
  • Provide technical assistance, mentorship and on‑the‑job coaching to TIPC staff for implementing the prioritized interventions.
  • Compile and submit monthly progress reports documenting activities, milestones achieved and challenges.
  • Participate in resource mobilisation activities, including proposal development.
  • Undertake additional tasks assigned by the supervisor and support implementation of IDP activities.

Required profile

  • Advanced degree (Master’s level) in pharmacy, public health, regulatory science or a related field.
  • Minimum five years of progressively responsible experience in pharmacovigilance, medicine safety or regulatory systems strengthening, preferably in low‑ and middle‑income countries.
  • Demonstrated experience supporting national pharmacovigilance systems and using the WHO GBT.
  • Experience mentoring staff and leading strategic planning or institutional development initiatives.
  • Knowledge of Namibia’s health sector context and familiarity with Southern African regulatory harmonisation is an advantage.

Required skills

  • Advanced knowledge of pharmacovigilance systems, adverse drug reaction reporting, signal detection and risk management.
  • Proficiency with WHO pharmacovigilance standards, guidelines and the Global Benchmarking Tool.
  • Experience in vaccine safety surveillance and post‑marketing surveillance.
  • Ability to develop technical guidance documents, SOPs and monitoring frameworks.
  • Strong report writing and presentation skills in English.
