Housing & Land Delivery Manager

About the role

The Housing & Land Delivery Manager will lead the City of Windhoek’s Housing & Land Delivery (HLD) function, ensuring efficient, sustainable provision of housing and serviced land. This role is pivotal in shaping policies and strategies that support an integrated, holistic approach to urban development while enhancing the city’s reputation as an attractive investment destination.

Key responsibilities

• Manage the HLD function to deliver housing and serviced land efficiently and sustainably.
• Develop, implement, and monitor policies, guidelines, and strategies for integrated land and housing provision.
• Coordinate with internal and external stakeholders to ensure a holistic approach to urban development.
• Promote economic development by enhancing the City of Windhoek’s image as an investment destination.
• Monitor performance metrics and adjust plans to meet strategic objectives.

Required profile

• Proven experience in managing housing, land delivery, or related municipal functions.
• Strong ability to develop and implement policies and strategic plans.
• Excellent understanding of sustainable urban development principles.
• Capacity to work collaboratively with government, private sector, and community stakeholders.
