Community Liaison Officer – Infrastructure Project

About the role

The Community Liaison Officer will serve as the primary point of contact for all community and stakeholder interactions on a major rail and transport infrastructure project in Otjiwarongo. The role involves coordinating engagement activities, maintaining comprehensive records, and producing timely reports to support project governance and compliance.

Key responsibilities

• Coordinate community and stakeholder engagement activities carried out by the project and contractor liaison officers.
• Collect, verify, consolidate and analyse information from multiple sources.
• Maintain registers for communications, grievances, labour issues and other project records.
• Prepare weekly, monthly and ad‑hoc reports for project management, the employer and funding agencies.
• Draft and review meeting minutes, correspondence and stakeholder communications.
• Track commitments, action items and ensure timely closure.
• Support monitoring of Environmental and Social Management Plan compliance.
• Liaise with local authorities, traditional leaders and government representatives.
• Identify emerging risks and escalate concerns promptly.

Required profile

• Grade 12 certificate and a valid Namibian driver’s licence.
• Diploma or degree in Public Administration, Community Development, Social Sciences, Communications or a related field.
• 3–5 years of experience in stakeholder engagement, community liaison or project administration.
• Willingness to be based full‑time in Otjiwarongo.
