Senior Institutional Reform / Public Governance Expert

About the role

NTU International is looking for a senior expert to lead institutional reform and public‑governance initiatives within the transport sector of the ECOWAS region. The role will support ECOWAS institutions and member states in strengthening governance structures, coordination mechanisms and public‑sector effectiveness.

Key responsibilities

• Conduct institutional assessments, governance diagnostics and organisational reviews of transport‑related agencies.
• Develop and implement reform strategies, governance improvement plans and operational procedures.
• Advise ECOWAS bodies and national authorities on regulatory effectiveness, coordination and public‑sector management.
• Prepare analytical reports, policy recommendations and technical documentation.
• Design and deliver capacity‑building programmes, organisational development activities and learning initiatives.
• Promote transparency, accountability and stakeholder participation in transport governance.
• Coordinate with development partners, regional stakeholders and monitor and evaluate reform activities.

Required profile

• Master’s degree in public administration, governance, political science, economics, law or a related field.
• Minimum 10 years of professional experience in institutional reform, public‑sector governance or organisational development, including at least 7 years in advisory or capacity‑building roles.
• Proven experience on governance or infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with donor‑funded programmes and international development cooperation.
