Public Financial Management Specialist – Short‑Term Role in Windhoek

About the role

The Swiss Tropical and Public Health Institute seeks a Public Financial Management (PFM) Specialist for a short‑term, local assignment in Windhoek, Namibia. The role supports the Local Fund Agent (LFA) and contributes to public sector reforms, budgeting, tax administration and anti‑corruption initiatives.

Key responsibilities

• Support public administration, human resources management, civil service reform and capacity building.
• Lead large‑scale budget preparation, execution, oversight, modelling of receipts, revenues, forecasts and cash flows.
• Advise on tax policy, tax administration and procurement reform.
• Implement and strengthen tax IT systems, e‑payments, e‑filing and mobile payment solutions.
• Provide customs management support, internal controls and capacity building for customs institutions.
• Oversee internal controls, internal auditing, anti‑corruption measures and tax fraud prevention.
• Develop Medium‑Term Fiscal Frameworks (MTFF) and Medium‑Term Expenditure/Budget Frameworks.
• Promote financial transparency and anti‑corruption practices.

Required profile

• Post‑graduate qualification in finance, accounting, economics or a related field.
• Minimum 8 years of experience in public financial planning, budgeting, revenue management, tax specialization, procurement or audit at central or local government level.
• Proven experience delivering institutional strengthening and PFM reforms for national or sub‑national entities.
• Strong technical expertise in public‑sector financial and accounting concepts.
• Experience in project design, implementation and financial management (budgeting, tracking, reporting, procurement).
• Excellent written and oral English; knowledge of a local language is an asset.
• Demonstrated ability to work with public, private and civil‑society stakeholders.
