Senior Regional Transport Policy Expert

About the role

NTU International is seeking a Senior Regional Transport Policy Expert to lead the development and harmonisation of transport policies across the ECOWAS region. The role supports the EU‑funded Technical Assistance project aimed at building sustainable, smart, and resilient mobility systems in West Africa.

Key responsibilities

• Develop, review and harmonise regional transport policies, strategies and regulatory frameworks.
• Provide technical advice on transport integration, corridor governance and multimodal connectivity.
• Coordinate policy efforts between ECOWAS institutions, member states, regional organisations and development partners.
• Prepare policy studies, strategic analyses, technical reports and recommendations.
• Support implementation, monitoring and reporting of regional transport standards and governance frameworks.
• Advise on sector reforms aligned with ECOWAS Vision 2050, AfCFTA and regional integration goals.
• Facilitate stakeholder consultations, policy dialogues and capacity‑building workshops.
• Integrate climate resilience, digitalisation, inclusion and sustainability considerations into policy design.

Required profile

• Master’s degree in transport planning, public policy, economics, international development or a related field.
• Minimum 10 years of professional experience in transport policy, regional integration or infrastructure governance.
• At least 7 years of experience specifically in transport policy development or regional transport governance.
• Proven experience working on transport or regional integration programmes in developing countries, preferably Sub‑Saharan Africa.
• Experience with donor‑funded international development projects.
