Technical Specialist - Roads & Highway

About the role

The Technical Specialist provides independent professional engineering services on multidisciplinary projects within the Roads & Highway division in Namibia, supporting the planning, design, delivery and close-out of projects. The role covers technical expertise, project and contract administration support, quality assurance and client engagement, and assists management and finance functions. It reports to the Section Manager or another appointed person.

Key responsibilities

• Deliver high-quality engineering designs, drawings, models and technical solutions using Autodesk Civil 3D, CAD platforms and BIM workflows, and prepare accurate technical reports.
• Review and take professional responsibility for the work of engineers and technicians, and supervise inspections of constructed works against designs, specifications and standards.
• Maintain quality assurance processes throughout the project life cycle.
• Support project budgets, resourcing, outsourcing and workload planning, and assist contract administration including Works Authorisations, Variation Orders and claims assessments.
• Assess contractor claims and recommend rulings or determinations, and verify sub-consultant invoices.
• Assign, coordinate and supervise engineers, technicians and small project teams, manage sub-consultants and mentor junior staff.
• Communicate with clients, present technical work internally and externally, draft technical parts of bids and proposals, and identify additional work opportunities.

Required profile

• Bachelor's degree in engineering from an accredited institution.
• Registered with the Engineering Council of Namibia (ECN) as a Professional Engineer.
• At least 10 years of engineering experience in a consulting post with professional registration.
• Experience supervising engineers, technicians and site activities.

Required skills

• Demonstrable competence in Autodesk Civil 3D and CAD for engineering design and documentation.
• Intermediate knowledge of BIM principles and workflows.
• Sound understanding of project management, commercial and contractual principles.
• Strong communication, reporting and presentation skills.
