About the role
The International Rescue Committee (IRC) is seeking an External Evaluation Consultant to support its project “Strengthening Communication, Coordination, and Improving Local Capacities and Partnerships in Libya.” The consultant will work on evidence‑based advocacy, coordination, and capacity‑building activities for civil society and INGOs operating in a challenging environment.
Key responsibilities
- Develop analysis and messaging on critical issues affecting humanitarian response in Libya.
- Promote coordinated and locally‑driven advocacy approaches.
- Create communication materials that disseminate evidence‑based advocacy products.
- Organise and facilitate regular internal and external coordination meetings.
- Strengthen information‑sharing among Libya INGO Forum members and external actors across humanitarian, development, and peacebuilding sectors.
Required profile
- Experience working in humanitarian or development contexts, preferably in fragile settings.
- Strong understanding of civil society dynamics, advocacy, and coordination mechanisms.
- Ability to produce clear, concise analysis and communication outputs.
