Talent & Organisational Development Specialist

About the role

The Namibia Tourism Board seeks a Talent and Organisational Development Specialist to design, implement and evaluate programmes that strengthen talent management, leadership development, employee engagement and overall organisational effectiveness. The role supports the Board’s transformation agenda and aligns human capital with strategic tourism objectives.

Key responsibilities

• Develop and execute integrated talent management frameworks, including succession planning and leadership pipelines.
• Conduct organisational assessments and lead change‑management initiatives aligned with strategic transformation.
• Design learning and development strategies to close skills gaps and evaluate their ROI.
• Support the Performance Management and Development System (PMDS) through calibration, training and trend analysis.
• Create and monitor employee engagement programmes, using surveys and feedback mechanisms.
• Analyse talent and organisational data to produce reports and presentations for evidence‑based decision‑making.

Required profile

• Bachelor’s degree in Human Resources, Industrial Psychology, Organisational Development or related field (NQF 7).
• 5–7 years of experience in HR, OD or Talent Management with a strong background in development programmes.
• Knowledge of Namibian labour legislation and HR best practices.
• Strategic thinking, strong facilitation, stakeholder management and project implementation capabilities.
