Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the monitoring and evaluation framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the EU in the space sector.

Key responsibilities

• Design, implement and refine the programme’s MEL framework, including indicators, baselines and data collection protocols.
• Consolidate evidence, conduct impact assessments and produce analytical reports for donors and partners.
• Coordinate with multi‑partner teams to ensure consistent data quality and learning processes.
• Provide technical guidance on results‑based management and data analysis throughout the project lifecycle.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
