Chief Human Resources Officer (CHRO)

About the role

The Chief Human Resources Officer will provide strategic leadership for all human capital functions at the Namibia Tourism Board. Reporting to the CEO, the CHRO will align HR strategy with the Board’s mission to promote tourism and ensure compliance with Namibian labour legislation. This senior executive role drives workforce planning, talent development, and organisational transformation.

Key responsibilities

• Develop and implement a comprehensive HR strategy that supports organisational goals and the “Most Skilled Team on the Continent” vision.
• Advise the CEO and executive team on workforce planning, talent management, and organisational design.
• Lead recruitment, succession planning, and retention initiatives to attract top talent.
• Oversee HR operations including payroll, benefits, HRIS, and employee records.
• Ensure full compliance with Namibian labour laws and internal HR policies.
• Manage employee relations, grievance handling, and disciplinary processes.
• Design performance management systems and provide HR analytics for executive decision‑making.
• Lead change‑management programmes and foster a culture of accountability and high performance.

Required profile

• Bachelor’s degree in Human Resource Management, Industrial Psychology, Business Administration or related field (Master’s degree advantageous).
• Minimum 10 years progressive HR experience, including at least 5 years in a senior management or director‑level role.
• Professional HR certification (e.g., SHRM‑SCP, CIPD) is an advantage.
• Experience in public sector or quasi‑government organisations is highly desirable.
• In‑depth knowledge of Namibian labour legislation and HR best practices.
• Strong strategic thinking, communication, negotiation and analytical skills.
