Country Lead, Namibia

About the role

The Country Lead will head the delivery of the Education Outcomes Fund (EOF) outcomes fund in Namibia, providing strategic direction and ensuring successful implementation of education programmes that improve learning outcomes for children.

Key responsibilities

• Lead stakeholder engagement with government ministries, donors, implementing partners and evaluators to advance EOF objectives.
• Organise and facilitate formal governance meetings, technical workshops and capacity‑strengthening sessions for partners.
• Secure commitments from public and private partners for policy change and long‑term programme sustainability.
• Oversee programme implementation, monitor progress and manage the evaluation process in collaboration with the appointed evaluation firm.
• Identify new opportunities, shape donor programming and promote evidence uptake into national education policies.

Required profile

• Proven experience leading large‑scale education or development programmes in a low‑resource context.
• Strong track record of working with government agencies, international donors and civil‑society partners.
• Excellent strategic thinking, communication and negotiation skills.
• Ability to travel within Namibia and represent EOF at national forums.
