Principal Officer – Retirement Fund

About the role

The Principal Officer is the statutory officer of the PPS Namibia Retirement Annuity Fund and, together with the Board of Trustees, ensures the Fund is managed in compliance with FIMA, the Fund Rules, and NAMFISA standards. This senior position serves as the primary point of accountability to NAMFISA.

Key responsibilities

• Support the Board in adopting governance frameworks, codes of conduct, and annual planning aligned with FIMA reporting deadlines.
• Maintain trustee records, fit‑and‑proper evidence, declarations of interest, and ensure proper document safeguarding.
• Coordinate sub‑committees, prepare agendas, minutes, and action plans, and deliver information to trustees promptly.
• Induct new trustees on FIMA, Fund Rules, and NAMFISA standards; arrange ongoing training and CPD.
• Ensure the Fund complies with all applicable legislation, maintain a compliance plan, commission annual audits, and submit statutory returns to NAMFISA on time.
• Oversee enterprise risk management, internal controls, and assurance functions, reporting material risks and incidents to the Board and NAMFISA.
• Maintain conflicts‑of‑interest policies, registers, and apply recusal procedures consistently.
• Monitor service‑provider agreements to ensure they meet FIMA outsourcing requirements.

Required profile

• Tertiary qualification in Law, Finance, Accounting, Actuarial Science, Investments or a related retirement‑funds field.
• Minimum five years senior experience in the retirement‑funds industry or a closely regulated environment.
• Demonstrated knowledge of FIMA Chapter 5 (Retirement Funds) and NAMFISA standards, determinations and directives.
• Ability to meet and maintain NAMFISA Fit‑and‑Proper standards for principal officers.
• Strong governance, communication, regulatory engagement, and stakeholder‑management competencies.
• Resident of Namibia, as required by FIMA.
