Project Manager – US Embassy Local Guard Force

About the role

The US Embassy is seeking an experienced Contract Manager to lead its Local Guard Force. This senior position requires proactive security oversight, daily threat analysis, and continuous liaison with the Contracting Officer Representative (COR) to ensure mission safety.

Key responsibilities

• Serve as the primary lead for the Local Guard Force, managing security staff, guard units, and response zones under high‑stress conditions.
• Act as the 24/7 point of contact for the COR and Contracting Officer, meeting in person within one hour of request.
• Analyse daily operational security across city, country, and region to align posture with evolving threat levels.
• Oversee quality control, contract compliance, training standards, and system reporting (e.g., myLGP data).
• Conduct quarterly visits to all US Mission facilities and submit detailed performance reports.
• Recruit, develop, and supervise project teams, ensuring language, health, and operational standards are met.

Required profile

• Minimum 10 years experience in police, military, security, or local guard force management.
• At least 5 years in a supervisory or command‑level role.
• Minimum 5 years work experience in Namibia.
• National Diploma or Degree with specialized training in program/project management and security.
• Valid Namibian passport and fluency in English (listening, speaking, reading, writing).
• Physical fitness, vision correctable to 20/30, and ability to pass annual medical examinations.
• Valid driver’s licence, firearms training, and a Police Code of Conduct Certificate with no endorsements.

Required skills

• Proficiency with standard office software (Google Docs, Google Email).
• Operation of basic communication equipment and radio procedures.
• Ability to conduct threat analysis and manage security data systems.
