Human Resources Officer

About the role

The Namibia Tourism Board seeks a Human Resources Officer to deliver professional HR support across recruitment, employee relations, performance management, training and HR administration, ensuring compliance with Namibian labour legislation and public‑sector regulations.

Key responsibilities

• Manage the full recruitment cycle, from drafting adverts to onboarding new hires and maintaining recruitment records.
• Coordinate training logistics, monitor attendance, maintain training records and support the Workplace Skills Plan and Annual Training Report.
• Maintain accurate employee records, prepare HR reports and support payroll inputs in collaboration with the Payroll Officer.
• Assist with employee wellness programmes, grievance handling, disciplinary procedures and ensure compliance with the Basic Conditions of Employment Act and Labour Relations Act.
• Support the rollout and communication of HR policies, monitor adherence and provide guidance to line managers.
• Facilitate performance review processes, track outcomes and support interventions for under‑performance.

Required profile

• Bachelor’s degree in Human Resources (NQF 7), Industrial Psychology or a related field.
• 3–5 years of experience in HR generalist roles, with knowledge of Namibian labour legislation.
• Strong interpersonal, communication and confidentiality skills.
• Organisational, time‑management and conflict‑resolution abilities.

Required skills

• Computer literacy.
• Proficiency with electronic applications for HR administration.
