Development Worker – Support Quality Apprenticeships

About the role

GIZ is seeking a Development Worker to strengthen Namibia’s technical and vocational education and training (TVET) system. You will help design and promote quality apprenticeships, especially in the renewable‑energy sector, by fostering public‑private partnerships and building institutional capacity.

Key responsibilities

• Support the development of a regulatory framework for high‑quality apprenticeships.
• Facilitate effective public‑private partnerships within the national regulatory context.
• Strengthen the capacity of government agencies, employers, workers’ organisations, and training institutions to deliver quality apprenticeships.
• Enhance training capacity of host enterprises and coordinate mentor‑training networks.
• Promote international, regional, and national cooperation for apprenticeships focused on renewable‑energy qualifications.

Required profile

• Advanced university degree or professional qualification in TVET, education or a related field.
• Proven experience in the TVET sector and solid understanding of renewable‑energy topics.
• Experience with e‑learning systems and stakeholder engagement across public and private sectors.
• Expertise in in‑company mentor training or training‑of‑trainers approaches.
• Strong teamwork, coordination, communication and facilitation skills, with high self‑organisation.
• Sensitivity to gender equality, equity and inclusion.

Required skills

• Knowledge of renewable‑energy technologies
